As part of United States non-interventionism in the face of growing tensions in Europe, President Roosevelt signed an amended Neutrality Act of 1935 into law. The amendment allows the President to impose sanctions more selectively as originally requested by the State Department. The British and French governments hope this will send a clear signal to Mussolini and other aggressors as well as support their modernisation programs.
