Foreign Secretary Anthony Eden has arrived in Washington hoping to sway President Roosevelt before he signs The Neutrality Act. We want the word 'belligerent' to be replaced with 'aggressor'. We don't understand why Abyssinia should be punished if it is attacked by Italy. Italy should be punished and anyone supporting them. If Britain and France support Abyssinia will you place an embargo on them, too? Britain has many agreements with the United States and this act would greatly jeopardize them. We would like to talk with the leaders of Congress, behind closed doors, to explain our position.
