After a week of intensive discussions the foreign ministers from Austria, Greece, Hungary, Italy, Romania and Yugoslavia have agreed upon a framework for defence and economic cooperation. It was hoped that Bulgaria and Turkey would also join but their recent histories have proven too great an obstacle. Britain and France have agreed to be guarantors but there are conditions.
Firstly, there is no commitment of ground troops promised however naval and air support will be provided. Secondly, the treaty members will concentrate on the modernisation of their armies and air forces only. Thirdly, overflight rights for member nations as well as for Britain and France must be part of the treaty.
The foreign ministers are returning to their respective capitals and have agreed to seek a final treaty ready for signing before the end of the year. Britain and France have agreed to have further negotiations with Bulgaria and Turkey.
